Healing
Young people will be future ready when they have the support they need to heal, face challenges, and grow strong.
Access
Young people will be future ready when they learn about college and career options, build the skills they need, and choose programs that lead to good-paying jobs that are needed in our community.
Voice
Young people will be future ready when their voices are heard and caring adults support them as they learn to lead.
Systems Support
Young people will be future ready when local government, schools and communities are able to provide the programs, people, and resources that help them succeed.
San Antonio and Bexar County are rich with systems leaders committed to ensuring a more equitable future for the next generation. ‘Future Ready Bexar County’ is a plan to guide shared action. It provides leaders the shared language and practices needed to drive real progress towards a uniting goal: By 2030, we will increase postsecondary enrollment of Bexar County High School graduates in a degree or credential program to 70%. Governance
UP Partnership will bring together youth-centered community partners to support the goals of the Future Ready Bexar County Plan.
Several groups help guide the plan and support decisions. These include the Future Ready Leadership Table, Joint Leadership Table, Coordinating Committee, Future Ready Communications and Policy Council, Data Council and UP Partnership Board of Directors.
Future Ready Bexar County Plan Commitments
All partners will participate in the Future Ready Bexar County Plan in the following ways from 2026 through at least 2028.
Future Ready Baseline Commitments for 2026-2028, we will collect and share data to enable evaluation of collective impact, including:
- Reporting progress on the measurable targets we set in our Future Ready Institutional Agreement.
- Collecting data that helps us collectively measure impact by student demographics (such as student ID numbers).
- Use data to develop and refine our programs and policies, continuously strengthening our practices in relation to the Future Ready pillars of Voice, Healing, and Access – for example, by working with other Future Ready partners to:
- Elevate the voices of young people
- Strengthen community resources
- Enhance postsecondary and career pathways
- Leverage financial and/or in-kind institutional resources to support the implementation of the Future Ready Plan, especially as it relates to the measurable targets in our Institutional Agreements.
- Work with other Future Ready partners to advocate for policy changes where relevant, allowable, and beneficial.
- Celebrate the progress of the Future Ready Plan through aligned communications led by UP Partnership by helping serve as potential spokespeople to media and share mutually agreed upon Future Ready Plan messaging through our own marketing channel.

How Future Ready Bexar County Work Progresses
The following outlines key roles of major governing bodies of the Future Ready Plan.
- A leadership table that consists of the top executive and a senior leader from each of the Future Ready partners. This table is supported by the Coordinating Committee and advances high-leverage strategies across cross-sectors in order to reach the Future Ready North Star goal.
- An intergenerational leadership table that consists of a senior leader and a youth leader from each of the Future Ready partner institutions. This table helps partners to advance the action commitments they made when their organizations signed on to the Future Ready Plan, commitments that are tied to the plan's equity pillars of Healing, Access, and Voice.
- This committee is composed of Future Ready Anchor Partners. These partners are intermediaries who support multiple school districts through coordinated funding, innovation, and/or new postsecondary patheways. As Anchor Partners, these institutions are deeply committed to the achievement of the Future Ready North Star goal and equity pillars, including the embedding of more student-centered ways of working across our community.
